About Sector Skills Councils (SSCs)

The National Skills Development Corporation (NSDC) is responsible for establishing the country’s network of Sector Skills Councils since 2009.

NSDC is a not-for-profit company set up by the Ministry of Finance, under Section 25 of the Companies Act. It has an equity base of Rs 10 crore, of which the private sector holds 51%, while the Government of India controls 49%. This makes NSDC a one-of-its-kind public private partnership in education in India; the corporation has a tiered structure – a 12-member Board and the National Skill Development Fund (NSDF), a 100% government-owned trust -which works in tandem to fulfill the NSDC’s strategic objectives.

The NSDC provides services for the following sectors in India:

  • Automobile / autocomponents
  • Electronics hardware
  • Textiles and garments
  • Leather and leather goods
  • Chemicals and pharmaceuticals
  • Gems and jewellery
  • Building and construction
  • Food processing
  • Handlooms and handicrafts
  • Building hardware and home furnishings
  • IT or software
  • ITES-BPO
  • Tourism, hospitality and travel
  • Transportation/ logistics/ warehousing and packaging
  • Organised retail
  • Real estate
  • Media, entertainment, broadcasting, content creation, animation
  • Healthcare
  • Banking/ insurance and finance
  • Education/ skill development
  • Unorganised sector

 

The mission of SSCs

The National Skills Development Policy 2009 mandates the NSDC to constitute Sector Skill Councils (SSCs) with the following functions:

  • Setting up Labour Market Intelligence Systems (LMIS) to assist planning and delivery of training
    Identification of skills development needs and preparing a catalogue of different skill types
  • Develop a sector skill development plan and maintain a skills inventory
  • Develop workplace competency standards and qualifications
  • Standardisation of affiliation and accreditation process
  • Participation in affiliation, accreditation, and standardisation process
  • Plan and execute training of trainers
  • Promotion of academies of excellence

Sector Skill Councils in India are national partnership organisations that bring together all the stakeholders – industry, labour and academia, for the common purpose of workforce development of particular industry sectors. The SSCs will operate as autonomous bodies.
